Core connection acceptance denied, redundant connection for zone name.

Hello, I am having an issue adding cores and performing a device discovery.
The following is what is going to the logs. I have tried this from two sites with two different source IPs, with the same result.
I have removed all devices and zones and validated that they were removed from the DB, uninstalled the core, and then reinstalled the core, but the issue will not resolve.
